Have the ability to edit a tool and create a derived tool. Ideally we would like to support some kind of versioning. The user will select a an existing tool, execute a new version command and the wizard would come up with the options for the old version already selected. The user would then modify the values in the wizard and then create a new version. The editor would then by default show you the latest version with the possibility of picking previous one. How do we handle the ability to leave notes about what changed between the two versions?
